I'd suggest that he's risking such a procedure at the moment, unless the OP's suggestion of a cover-up takes place.
keeping within guidlines but with tragic circumstances that many of us would not suspect could occur in such a short time let alone their handler..?
"Tragic error"......."nobody could have known"...... Try "nobody knew it was that hot that day". Say it was for the handler's safety, or terrorism related
