I tell you its bloody difficult driving now a days with sooo much to do in the cab.
This is a very 'debatable' matter which does not just concern writing down of numberplates. The High Court will be 'deliberating' on these matters later this year.If there is a Police officer in the van, he can write your reg number down and use it against you.
If he is a civvy he is not allowed, proving who was manning the van would be the difficult part..
