French (Napoleinic) law is codified.
Developed and implemented by civil servants and interpretation by judges.
To me that leaves more freedom to implement/interpretation.
That's why the French have a tradition of protest - that can result in a quick reinterpretation which changes/removes something - doesn't need a political law change.
UK law is developed by politicians with limited rights of judges to interpretation.
Once established it takes political will/process to change it.
To me our method is way more restrictive.
I believe its also at the root of many of our difficulties with Europe.
We don't like civil servants creating laws, the rest of Europe (mostly) thinks its more pragmatic and flexible.
We're supposed to close pub doors at 8pm. I gather it's being observed but in certain places they make sure everybody is inside first.
