Not quite, it has to be immediate family and close generation wise, unless they've changed the rules again. My great granny had it and I had to pay for eye tests when she was still alive (she died when I was 31) but my mum didn't. However, now that Ma P has developed glaucoma I'm entitled to free eye tests.
