There appears to be a myth that if you say no to a non English person then you are racist.
employees now are too frightened to pick the person with the best credentials for a position & instead employ someone who may not be capable but is the right skin colour to appease the pc brigade.
The Prison service used to have a policy where if someone failed the entrance exam then they could not apply for another year. however a certain Asian lad applied & failed the exam miserably, they told him to reapply then they gave him lessons in how to pass the exam, he re-sat the exam and [rumour from examiner] he failed to reach the grade, however because he had scored higher than on his previous try they accepted him.
after a short while at his establishment he borrowed a prisoners stamp collection & took it home, when the prisoner asked for it back he said it had been stolen from his car, so the prisoner told him he wanted money for it so the so called officer began sending money in small denominations under an assumed name to the prisoner, not being the sharpest tool in the box he was soon rumbled, suspended, investigated & found guilty, now if it had been anybody else they would have been sacked and probably charged however this person was posted to another prison [Birmingham I believe] where he was later promoted.
If someone is capable of doing a job then by all means let them do it
If someone clearly does not have the aptitude then do not put them in a position where they will be out of their depth regardless of colour of skin.
