I was reading something by a retired Australian diplomat a few days ago.
He was talking about negotiation with Russia.
His view was it's fairly simple, they will lie.
Then they'll lie some more.
Then you show you know they are lying and they'll lie again.
Then you try again and they'll lie.
His view was that they decide what they want/will do and then will continue until they've achieved that objective.
I'm the meantime any attempt to discuss/negotiate will be met by saying whatever will make the other side think they're making progress.
But whatever is said won't actually change anything they are doing
