I was reading something by a retired Australian diplomat a few days ago.

He was talking about negotiation with Russia.

His view was it's fairly simple, they will lie.

Then they'll lie some more.

Then you show you know they are lying and they'll lie again.

Then you try again and they'll lie.

His view was that they decide what they want/will do and then will continue until they've achieved that objective.

I'm the meantime any attempt to discuss/negotiate will be met by saying whatever will make the other side think they're making progress.

But whatever is said won't actually change anything they are doing

Unusual overnight aviation activity being noted in Russian airspace.

Multiple Russian Air force specialist aircraft positioning from Moscow to Urals.

At the same time many of the oligarchs private jets have left Moscow for Dubai - Abramovich along with a number of others recently made their way by private jet from various world wide locations to Moscow.

Coupled with the above there's been a significant movement of helicopters out of Belarus to Russia.

It's possible this may be a response to losses.
I understand that recently to protect these assets their tactics changed to fire from distance in upwards trajectory to allow greater stand-off safety at the expense of targeting accuracy.

That lecture from 2018 by the Finish chap is quite interesting in how he shows that Russian culture, governance and attitudes have been formed and remain in place.

In the category of lying he points out that within Russian culture lying to achieve objectives or divert unwanted attention/queries is not only acceptable but is expected/admired.
