I think you are missing the point those on low wages are the ones who need help to buy the basics like food and heating, so a tax cut that only really helps those who are on middle or higher wages is the wrong way to go, and the middle and higher earners wont be paying more tax they will be paying lessIt might not help those who don't pay tax and NI, but it's a start. I haven’t been but have friends who go quite often - first time they went - some time ago- it was ‘all inclusive’ in as much as they got US$100 each ‘allowance’ for food and drink. They didn’t appreciate a can of Coke would cost $8 and US$100 would go nowhere near covering the cost of an evening meal. Don’t know if it’s got any better since then.See now you're thinking.
