Last time we were in Florida, on the day we were leaving, got to the airport & returned the rental vehicle, one of their employers, took our cases & bags & loaded them onto a trolley, he then set off for the departure lounge, when we got there we handed him $20, he gave us $10 back

That is worthy of a tip and I'd have done the same. Wanting up to 25% for sticking a burger in a bag deserves a slap.

Back in February 2010, we did five days in New York then went on a ten night cruise from NJ cruise port down to the Caribbean and back for Mrs P's tenth birthday. Taxi took us from NY to NJ, no drama there. Decent guy, took a few detours to avoid the traffic, he got a tip. At the terminal, we went to dump our baggage and one of the workers more or less tried demanding a tip with menaces "this is the last time you'll see me, so take care of me and I'll see your bags get to you in one piece". I asked him what would happen if I didn't take care of him. No answer. I gave him $20 because I had a pretty good idea what would've happened if I didn't.

If you think America is bad try the Dominican republic, we had been pre warned but got through the carousel & the buses were literally parked outside the exit doors, a guy tried grabbing our cases _ I said “no” he grabbed another couple’s bags & put them on a trolley, pushed it about six feet to the bus then sat on the cases with his hand out, he wouldn’t move until they gave him thirty US Dollars, we heard of others who were threatened with guns.

It is more than slightly alarming that you took Mrs P on a cruise when she was ten.

And what do you think that would've achieved?
When you have damaged luggage you had the perpetrator on camera. America a great country for suing people for any excuse.

At minimum you prove it was intact when it was handed over.
Case can be intact but the inside can be a train wreck. Also, some people can get quite shirty when being filmed without their consent; in a lot of Europe, dash cams are illegal for that very reason.

Besides, having footage of him making a thing disguised threat does not prove him to be the perpetrator. How d I prove it wasn't;t a genuine accident, assuming the case actually turns up? More likely to get left behind and be found in perfect condition upon the ship's return. No body, no murder.
