Just spotted this on another forum.

2 cars waiting at traffic lights in Warrington. First car is a bit slow to pull away when the lights turn green so the secong driver gives him a short peep on the horn. First driver gets out and introduces himself as a copper. Result - second driver is fined ?30 for " innapropriate use of horn" Has the world gone mad? :wank:

Just annother sad example of a few power crazed abusing their powers.

I've sometimes beeped a vehicle in front when it seems they havn't seen the lights change....... how's that wrong?

If it's fixed penalty then your only way of defending is go to court and take the chance of greater fine/penalty.

Don't get me started............ 59 speeding offences written off/159 MPH OK ....

This guy should challenge this one. I believe the law states that only "a police officer in uniform" can stop a motor vehicle. Therefore surely he was stopped illegally by the plod man?

Come on you BIRD bobbies, put us right.

I thought the only time it is illegal to sound your horn is between the hours of 11pm and 6am :dunno:

I would def challenge this one..
Who is to say the use of the horn was appropriate or not.. only the tooter and the toot'ee.
So basically the courts are now accepting as gospel the word of any officer over th word of any one else..

Well perhaps they ( plod brass and JPs alike ).

Up until a few years ago I would always help an officer out.. and if I got a tug it was hands up, you got me.. polite and thats that...

But sorry to say while I will still personally be polite with any interface I may have with the police, I will no longer offer any assistance or information to a policeman.

I no longer consider them trustworthy.. I try to avoid ALL contact with the police or the legal authorities in general.

And that I think is bloody sad ( and I bet I am not alone in this )

Taken from Highway Code... (Law - Road Vehicles (Construction & Use) Regulations 1986 reg 99).

92: The horn. Use only while your vehicle is moving and you need to warn other road users of your presence. Never sound your horn aggressively. You MUST NOT use your horn
 • while stationary on the road
 • when driving in a built up area between the hours of 11.30 pm and 7.00 am
except when another vehicle poses a danger.
Law CUR reg 99

190: Animals. When passing animals, drive slowly. Give them plenty of room and be ready to stop. Do not scare animals by sounding your horn or revving your engine. Look out for animals being led or ridden on the road and take extra care and keep your speed down at left-hand bends and on narrow country roads. If a road is blocked by a herd of animals, stop and switch off your engine until they have left the road. Watch out for animals on unfenced roads.

I've used the horn as described when the car in front seems to be having a "senior moment" and not noticed the lights have changed. Also had others to it to me when I've had my "senior moments".

Also use in when I know local lights give a filter but non-locals don't notice as it filters green almost immed after going red.

A quick toot need not be offensive and I've never taken it that way - usually wave my hand (gently and unoffensively) to acknowledge/apologise.

Not impatience but surely part of good road manners.........

We all do stupid things sometimes (allright maybe I'm the only one) - I'd rather someone stopped me digging when I was in the hole.....Hmmmmm

The thing is Lumpy, that while it may well be impatient to tott up, that is completely missing the whole point of the report surely ( Sorry, not Surley, Lumpy )

The important issue is that the guy tootling got nicked..

As per the original post, WTF !

Sorry but I find this indicative of more and more young coppers.. The old hands are still the same as ever, but anyone who has been in for less than 5 years or so seems to rely more on their warant book than their brains !

They are NOT being given the right message during training..

Sadly I have to agree with you. Don't think it's confined to the police though. I must be getting old but more and more it seems those coming up through the ranks in any job/profession aren't getting the training/experience which allows them to actually understand what they are doing. These days they just follow an "idiot list" and often input data without any idea how it's used.
If challenged/questioned they become vulnerable and so if in a position of some control/power use that to divert the challenge that thye can't answer coherently.

In my work I've dealt with a great many police officers over the years. The older experienced ones are usually fine - as long as they're allowed to actually use their experience/discretion. But with "targets" and "Key Performance Indicators" all being used as the only measure the younger ones are fixated on targets - thats how they have to progress......

Oh god I'm off again............................

My 2p worth

And I haven't found the news item, so shoot me down if you wish - don't care.

Firstly, I didn't know about being stationary and not using your horn, maybe he should have made sure he was moving slightly. Then if the lights are showing green and the vehicle infront has not noticed then aren't you warning them of your presence and that the fact that they are effectively blocking the Queen's Highway.

I guess it all depended on how long he tooted and his reaction to the copper. I have done the same, a panda sitting at the exit to Tesco and traffic not being able to get past efficiently - gave a toot, copper jumped out of his vehicle and stared down all the waiting drivers, I kept it cool and laughed once passed until I realised at home I was a couple of weeks out of MOT (oops).

If a copper is rude, you could always politely remind them of the charge of 'conduct unbecoming a police officer' - good luck.
