simple solution ......
scrap the "Road Fund Licence" disc, put a small (and Mr. Brown
, we do mean SMALL you money grabbing thief) amount on fuel so that the users of the road actually pay for their upkeep, and have the Insurance companies be required to issue a "tax disc style" proof of valid insurance that must be displayed at all times, that way, no disc in window (or displayed) equals crush the fecker with who ever happens to be the owner at the time as well.
This has the added bonus of removing cars (vehicles from the congested roads, less pollution, (cos it ain't there) and stops the owner doing it again. ever.) Everybody is a winner. Draconian? you bet!!
So, tax is paid when you fill up, and the insurance companies only need to send your insurance docs to the local Post Office for you to collect (registered mail type thing) for which you must produce your V5 and valid (if appropriate) MOT cert.
OK, a bit longwinded, but what would you rather, making a trip to your Post Office once a year, or getting totalled by someone who dosen't have any tax, insurance, MOT and then fighting your claim through hell and high water?
Removes any loopholes and ambigutity about whether the vehicle should be on the road.
