Dear Mr Shapps,
for all I know you are already aware but have your hands tied for reasons beyond mere mortals, but a good percentage of the issue concerning a lack of HGV drivers is directly attributable to the DVLA.
After 3 ex lorry drivers all complained of the same thing to me in person I started looking at social media
I did not have to look far.. There are countless ex drivers coming forward to try to help with the current situation only to have their efforts thwarted by staff at the DVLA dragging their heels over the simplest of matters

It has been accepted for many years by the general public the DVLA very often falls short of expectations, but at this time of crisis a look at what they are doing ( or more to the point NOT doing ) may go some way to alleviate the current problems with regard to a lack of drivers

DVLA are in the middle of a protracted dispute with the staff.

Thought it was interesting that having complained of problems meeting demand (and wanting more visas for European drivers) the UK haulage industry are up in arms about the extension to pick up/delivery rights being extended in the UK

I sort of understand why, but either we have a crisis or we don't
