Ignition switch issue

I pulled up on my drive the other day put the Bird in neutral and switched the ignition off.
The bike carried on running in the normal manner!
I switched the key back and forward and still the engine ran as normal, even when I switched the ignition off and removed the key it carried on running.
The only way I could stop the bike was by removing number 4 fuse which then allowed me to switch ignition off and on in the normal manner.
As soon as I put the fuse back in the ignition stays on continuously.

Does anyone have any ideas? Earth Fault? Ignition switch?
I am open to any suggestions!s0s:
