This is not the case.
We have always had laws to ensure that no one can tell lies about somebody else, either verbally or in writing and get away with it.
Offensive statements and drawings are always open to interpretation and the UK laws and the law lords generally get the balance right. Other countries have their own invidual laws based on their history, culture etc.
It is the unusual or the extreme cases that the media love shove into our faces and that a minority love to exploit.
Many moons ago, when the colour battle was raging, I suggested that all those owners who were convinced their "colour" was fastest should load them into a skip and tip them off Beachy Head to see which "colour" hit the ground first.
