'Bird Speedo reads 20mph at standstill

When I turn the ignition on on my 2000 (FI) 'bird, the speedo reads 20mph, the tacho also goes up to 2000rpm as well. It stays there when you start the engine also. Any ideas?

Maybe I should explain some more....
The rectifier went last summer and took the clocks out (speedo and tacho stopped working). Honda dealer fitted new battery, rectifier, checked the charging etc and gave it a clean bill of health apart from the clocks. It runs and rides fine apart from speedo / tacho. Now, new clocks are ?840, so I managed to get a set off same year bike off ebay. They look identical, have the FI warning light same as mine, and bolted right on. HOWEVER....

After fitting the 'new' clocks, I fired her up, but the speedo is reading 20mph before you set off, and the tacho 3000rpm at tickover. When I ride it, the speedo and tacho work OK and move upwards, but they are obviously over reading by 20mph and 2000prm.

Any ideas???

Haven't a clue mate, but someone will be along with some ideas in due course........

Personally i am a great believer in disconnecting the battery for a few hours if anything electrical goes wrong; you never know......

Have the needles been taken off the clocks? (maybe to fit different dials) If so it will never read true again as they are calibrated at the factory ........I think?
