Just read that.

Have I read it right that Rossi cant even take part in qualifying at the weekend ?

Rossi had sought an "annulment or reduction of the penalty" but also a "stay of execution" to enable him to compete in qualifying this weekend

I thought that the penalty was only a demotion to the back of the grid regardless of qualifying result.

I think you are all making this too complicated. All Rossi has to do is knock Lorenzo off, the precedent for punishing such an action has been set I.e 3'point deduction and back of grid for next race (Rossi will be retired then anyway) so Rossi wins the title. Even if he has to wait until he's being lapped.

We will never know for sure but Neil Hodgson said he thought Marquez was protecting Lorenzo from Pedrosa. I must say, I was surprised he didn't make a strong attempt at passing Lorenzo.
