Headlight modulators

Watching the A47 crash footage got me thinking about headlight modulators, what's everyone's opinions on them?

Do you think they are affective? Should they should be legal? Would you use one if you had one, regardless of it's legality? Or just a gimmick and a waste of money?

If they are like back brake light modulators you can bin the bloody things!! I was unfortunate enough to follow someone with one fitted, I think if I'd been in a car I would have rammed him!! :)-(

But those things are dog shit and I know 1 or 2 members on here will agree.
