It came free from SouthEast Water, is almost as lays used inside a structure, is water related and would cost around £1.50ish if bought in a shop.

Pretty neat stuff, has a pull of strip with adhesive underneath so it can be sealed and really goes round right angle bends well unlike the normal stuff.
