Introduction of the Third Driving Licence Directive - what it actually means for motorcyclists. . .

The changes in routes to a motorcycling licence are going to be significant and complex. We also know that at every stage of licence acquisition, training will be involved. The following information has been provided by Rob Winn ? Motorcycling Road Safety Adviser for Lancashire County Council and a member of the RideSafe BackSafe team.

On 19th January 2011 the Third Driving Licence Directive (3DLD) was written into the Statute Books and by mid January 2013 will change the way new provisional licence riders can achieve a full licence and ride a large motorcycle.

3DLD was adopted by the European Ministers in late 2006 and has followed the usual path of adoption, travelling through consultation with the Driving Standards Agency (DSA) in November 2009 to an outcome that is still relatively undecided.

However, the changes 3DLD will bring are pretty significant;-

* Riders under 24 years old will be required to go through more stages to reach a full licence (Category A).
* A rise to 24 years old for riding a full power motorcycle.
* An introduction of four categories of licence: AM, A1, A2 & A.
* A reduction in the top speed of restricted mopeds.
* Includes 3 wheel and light quads.

Looking at the changes in order, the current regime is through 2 stages:

1. Licence category P-16 years old - a CBT enabling a rider to ride either a moped (sub 50cc & 31mph maximum speed) or at 17 years old, a motorcycle (sub 125cc & 11kW maximum power).
2. A test can be taken on a moped or a 125cc machine and will gain a category A1 licence.
3. Direct Access to category A full licence ? minimum age 21, minimum of 2 years riding experience and power limited to 33bhp for 2 years if test passed whilst under 21.

The extract below is taken directly taken from DIRECTIVE 2006/126/EC OF THE EUROPEAN PARLIAMENT AND OF THE COUNCIL of 20 December 2006

on driving licences (Recast)

Category AM:

? Two-wheel vehicles or three-wheel vehicles with a maximum design speed of not more than 45 km/h, as defined in Article 1(2)(a) of Directive 2002/24/EC of the European Parliament and of the Council of 18 March 2002 relating to the type-approval of two or three-wheel motor vehicles (1) (excluding those with a maximum design speed under or equal to 25 km/h), and light quadricycles as defined in Article 1(3)(a) of Directive 2002/24/EC,

? the minimum age for category AM is fixed at 16 years; 3. motorcycles with or without a sidecar and motor tricycles:

? ?motorcycle? means two-wheel vehicles with or without a sidecar, as defined in Article 1(2)(b) of Directive 2002/24/EC,

? ?motor tricycle? means vehicles with three symmetrically arranged wheels, as defined in Article 1(2)(c) of Directive 2002/24/EC;

(a) Category A1:

? motorcycles with a cylinder capacity not exceeding 125 cubic centimetres, of a power not exceeding 11 kW and with a power/weight ratio not exceeding 0,1 kW/kg,

? motor tricycles with a power not exceeding 15 kW,

? the minimum age for category A1 is fixed at 16 years;

(b) Category A2:

? motorcycles of a power not exceeding 35 kW and with a power/weight ratio not exceeding 0,2 kW/kg and not derived from a vehicle of more than double its power,

? the minimum age for category A2 is fixed at 18 years;

(c) Category A:

(i) motorcycles ? The minimum age for category A is fixed at 20 years. However, access to the driving of motorcycles of this category shall be subject to a minimum of two years' experience on motorcycles under an A2 licence. This requirement as to previous experience may be waived if the candidate is at least 24 years old.

(ii) motor tricycles with a power exceeding 15 kW ? The minimum age for motor tricycles exceeding 15 kW is fixed at 21 years.

Summary

The extract above shows how complicated things are going to become (that?s if you have managed to stay awake so far!) In principle, every stage of learning will require a rider to complete either training or training and pass both off road and on road tests at each step towards the full A category Licence.

* Bikes up to 125cc will remain accessible for 17 year olds (though the specification of these bikes may alter slightly). This will be known as the A1 licence motorcycle.

* There will be a new category of motorcycle licence added to the Progressive route to a full license. This will be known as the A2 Licence.
* Riders can only progress from A1 to A2 by gaining two years experience, followed by training and a test. This means that the minimum age for riding a motorcycle of more than 125cc will increase from 17 years to 19 years.
* An unlimited A Licence can only gained once the rider has gained two years experience after taking the A2 licence test and have taken either training or training and a further test (this further test element is still undecided).

The current proposals are final, though there is debate over the ?testing or training?. A senior source at the DSA clearly stated that the best option was one that offered the best route for both riders and training bodies and decisions would be made once the legislation is fully incorporated. . . .

Yea.. That's what we can't get our heads around. 45Kph is 27.96 MPH.
Now That's really sensible :wank:

And Cat A2 is more like a 250cc ?? I think :dunno:
