As it's a Chinese firm the ad may be worldwide and the helmet is legal somewhere. Judging by the pic they may be aiming at the US market.

So, how can they sell them on ebay?

The DOT in the heading is obviously (to most but not to all) the make but it's done in a way to so that the customer 'reads into it'
as being Department of Transport 'certified'!

To be legal it has to comply with the current EC22/05 or BS6658/85

It will be deemed legal if it is considered as being capable of passing one of those accreditations, which for the big brands is not an issue.

In the case of the one shown, no way legal as it would faIl all tnhe tests, but Ebay is not subject to the same selling rules as they are just a showroom for various sellers, both commercial and private.

Simple.. you can sell, and indeed buy, multi tone air horns, you can even fit them to a vehicle... but it is illegal to use them !
