The law seems a bit ambiguous with this matter.
Emma’s friend Babs has two kids Poppy & Freddie, Poppy is 13, their father (another estranged dickhead) recently took them abroad with his girlfriend & her 13 year old son, turns out Poppy, Freddie & the gf’s son shared a bedroom for the 7 nights, Babs is fuming & wants to know if she can prosecute.

Can't see any possible prosecution in the UK when they have their own laws abroad.
Assuming whatever it is she is making a case for a prosecution?

They are still responsible. Only a lawyer can advise.

Is Poppy saying something ‘happened’ to be concerned about?

No, the Father is saying the kids asked to share a room, Poppy is saying she didn’t want to be in with the boys, he really cannot see what he’s done wrong.

Although not my area of legal expertise, what I can say is that any minor under the age of (I think) 14 who is travelling with anyone other than their parents or legal guardian must have a letter signed by both parents or guardian to confirm that the child is being taken out of the country lawfully and with both parents/guardians permission.

I think I am right in saying that even with a letter of consent, there are certain rules regarding the minor that has to be complied with. I am way out of touch with these area of law these days, but a quick visit to a legal firms website specialising in family law should answer the query and many will offer a free consultation to determine whether there is a case to answer or not..
