as for now, if you've got a foreign license you're OK since it is an automatic system sending the ticket directly to peeps addresses and sytems from different countries aren't connected at present... but don't hold me responsible if you're caught doing 200 miles/hr... I think they might go the extra mile (no pun intended) to make sure they find you and throw you inside then... and remember, there are a lot of checks in France - if you're caught going really fast, simple: they keep your bike, you walk and have to come back for your trial...
