EU car hire

A few years ago the EU brought out a law/directive that EU citizens could not hire a car outside the EU and drive it into the EU. At the time I had to rebook car hire as I had booked it at Geneva airport Swiss side with the intention of driving it into France, the Swiss side being a fair bit cheaper.

This September I am hoping to go to France to watch the Tour for a few days in the Alps and intend flying, as usual, to Geneva and renting a car.

What I want to know is; are we no longer bound by this piece of legislation or does it stay in force until 31st December?

My gut feeling is that we are still bound by all EU legislation until 31st December so I will have to hire from the French side as I have done for the past few years.
