The effect of the rudder when operating astern propulsion is minimal and only provides any effect by chance on the basis of it providing a high pressure area to the side which it is angled. In other words, it gets in the way. To operate as designed, a rudder requires a flow of water to be driven over its surfaces.
It’s common practice to drive in ahead because it’s easier to steer and control the ship. It’s not unheard of to go in astern but it’s not preferable, certainly not without tug assistance.Never seen a big tanker backing it in.

I meant the rudder works in the reverse manner.‘Going astern’, not reverse.

That said, I sometimes put my anchor crankers alongside astern, sideways or whatever I felt like doing but those things have mahooosively powerful engines, twin rudders, twin screws, at least one bow thruster and could be spun on a sixpence. And I liked to show off.
