A lot will depend on your height and what mods you've done to your bike.

I've got one of the old Givi Voyager tank bags. It's about 18L and expands upwards to about 27L. Fully expanded, it's about 12" high.
I'm about 5' 6" and the Bird has a lowered seat and VFR bars, so with the bag fully expanded I can still see the instruments - but I wouldn't want the bag to be any higher. I also have the magnetic base set well back on the tank, which gives me a better view of the satnav which is fitted to the headstock.

Not a lot of help, but if you check what size an Alpha bag is from Baglux, they are about as big as you go and still see the clocks

Clueless in most things
I've used Oxford magnetic tank bags 40 litre before and found expanded and loaded, still able to see the dials but I am 6ft 3 with most of my height being upper body.

Regularly used an Oxford 40l tank bag with no issues. At 5'10" I could still see the clocks easily..

Fully extended & loaded, it felt a little wobbly, but was useful to rest on for long journeys. They come with a strap for around the headstock but I cut it off. I found the magnets were fine for keeping it in place. Never used a Satnav, so unable to comment on that aspect of your query.

Years ago me and a mate went to the IOM, he riding a Norton me on a GSXR 750. I had a double decker baglux but at 6'3" with a 6'6" arm span (yup orangutan) was easy for me to control the bike and see the clocks. He (somewhat smaller) said after a tea stop, shall we swap bikes for a while, sure says I but sadly he could not reach the bars, he had to wait until we got to the island to have a go.

My tank bag was massive when expanded and it never caused any issues - my sat nag was also on the head stock on a 4" arm.

Quite nice to rest some upper body weight on the tank bag on long runs as well.

Used an Oxford Road for about 15 years and the zip has just broken.
Still it doesnt owe me anything..Think that it was about 20 litres when expanded
and when used with some rubber mesh never scratched or marked any of my bike tanks.
You would be amazed what you can squeeze into them. Also its the best place to put
anything heavy as oppesed to hanging over the rear of the bike like a top box.
Just my opinion like :)
