Oil cooler air guide

Since I bought my bike, I have always been under the impression that my 98 bike has been wearing an injection top fairing. This was because of the lack of the oil cooler air guide. Well having taken it off it is now obvious as there are no and have never been any lugs for fixing a scoop in.
I have a guide that I want to fit, as the absence is what I now believe could be the cause of my bike cutting out in heavy rain.

What would be the best way of constructing and fitting a new pair of lugs to the fairing?

It is No9 the 'scoop' or 'guide'. The positioning as you say isn't a problem it's a recommendation on how to attach brackets to the fairing.

Just while typing I thought 'hot melt' glue.
