I agree, but about 4 or 5 years ago I had dealings with a bloke throwing a puppy over a railway bridge onto the tracks. Dog died.
He was locked up with extreme swiftness... But CPS advised that RSPCA ( or their solicitors/ advisor's) should collate all papers and submit a file to them for prosecution (Including our interviews and statements)??? Something to do with an ACpoo agreement ( But I never looked it up). The bloke got ?200 fine, community service, and banned from having pets. ( Wow, that taught him a lesson).

Could well be right Murt, I had some involvement in a nasty tail docking job recently and I thought this was what the RSPCA prosecutor told me. Could be as you say though.
